I think that if the electric type gets a better energy acceleration card it might be too dominant. Energy accel seems to be so incredibly powerful/important for decks (I don't think Celebi is that good without Serperior for example) and electric is still one of the fastest and consistent decks, giving it more consistency would only really work if all the other slower types had some consistency pieces too. Plus, the amount of times that I have been sauced because of smart Lt. Surge usage gives me the impression that it's not a bad energy accel card in the slightest.
