Yeah happened with me too on UE5.3... I reinstalled the new visual studio required by the UE5 acc to the documentation and then it worked. Check this out docs.unrealengine.com/5.0/en-US/how-to-set-up-android-sdk-and-ndk-for-your-unreal-engine-development-environment/
