The the designation SEAL Team VI was to confuse the Soviets into believing we had more than we did, along with cover for DEVGRU. Marchenko didn't retire with 4 Stars or any for that matter, he's the one who had no say, hence why Red Cell was shutdown. After 23 years and a Senior Chief, everyone answers to someone...SEAL, Astronaut or Recruit!

Seals aspire to make it to delta. But delta guys have no interest in being seals. That tells us all we need to know about the hierarchy. Not to say seals aren’t elite dudes, but yeah delta is top top tier

Tier II under National Command Authority are all 1st line Combatant Commands (82nd Airborne, 7th Fleet, 3rd MEF, 13th Air Force, also known as America's 911 Force because they're always ready to deploy), or any standard combatant unit of the US military. Tier III are Reserves, National Guard and direct support to Tier II. Tier I support is organic to SOCOM as a unified Combatant Command, since 2002 or 2003.
