It's not that strange. Jackies strategy was to align herself with who she thinks is the best competitor. Pat lied because he was the first to go and he just chose to keep the lie going when confronted. Jackie covered for him because she chose to stay aligned with Pat by the end of the night.

Jackie 100% should've made Dana safe. Would've got rid of Pat and she would've had no enemies because she could've campaigned that Pat was lying and she didn't want someone like that in the camp

It makes all the sense in the world. Dana aired out their private conversation. After she knew she couldn’t trust Dana to keep his fat mouth shut, she thought quickly to salvage her relationship with the most cut throat contestant.
Its also a good move if she knew for sure Dana was going home. She didnt exactly sell the lie very well though. The nonsensical move was picking Grace to stay in the house. All she had to do to keep Grace in her pocket is not vote for her. She should have picked someone that was on the fence with her, maybe Ruby or megan to seal that truce for future votes. Or maybe im just an idiot, thats possible too.
She kept Grace in the house to scare the monsters away
