Definitely agreed. It's gotta be Maria-062. She was literally testing the Armour not long before the invasion of New Mombasa, down in Seongnam Korea. It's the only timing that works and I'm sure she'd be willing to do a Glamour Shot or two.

Nah more likely to be Will-043. He's got the armor, is the only confirmed active Spartan-IIs at Earth who is unaccounted for. We know Fred and Linda were being debriefed but no word on him and he is the only candidate who makes sense. Plus John got the armor Maria was testing before the Covenant even arrived. Cool idea though and I'd love to have seen more on her. Maybe some day.

I think there are other available spartans like Naomi or the omega team some tested the add ons that one see in h2 anniversary so someone had base mk6 around then maybe
You do know that the mark Vi that chief wears is the standard version right meaning that the average Spartans like chief would have all looked the se especially since this was pre Halo 3 before variants, specializations and customization was even a thing

William-043, the Spartan-II that returned to Earth with Chief in Operation First Strike. He could also be the Spartan-II in the diorama in the Halo 3 Believe trailers that was supposedly based on the Battle of Mombasa.
It could have been William during the battle of New Mombasa or maybe Maria before or after the battle of New Mombasa. John, Maria & William all wore the same armor.
I know many people are probably already saying this, but it's probably Maria-062 from the Armor Testing comic, which also happens to be right before Second Sunrise Over New Mombasa in the graphic novel. I may be wrong about her whereabouts during the battle of New Mombasa since I'm writing this without doing any research on her Halopedia page, but it's possible that she could've been given her own suit of Mark VI armor after testing the suit that went to the Chief, and then been deployed to New Mombasa at the same time Chief was in Old Mombasa. Chief ends his fighting in uptown of New Mombasa, so it could be that Maria was fighting closer to the downtown and business sector from ODST where Ben could've taken the photo, and this would also make sense for Chief and Maria to never even know they were fighting in the same city at the same time.
Not a bad thought, really: Maria-062 was kept on retainer to test the MkVI suit *and* its various addons and permutations. Doubtless they would have had another suit lined up for her to continue testing with after John S-117 got the first one that Maria finished testing in that comic.
@MishraArtificer Yeah, it would just make sense for Materials Group to have multiple other production line or prototype MkVI suits at the time, and despite Maria's retirement it would've been all hands on deck during the Battle of Earth so she would be very much obliged to don another set of Mjolnir and fight

It's most likely Maria or perhaps William. But as Maria was the one who tested it, and then the chief got it, she most likely did the glamour shots, so ONI can use any background that they like and the civies can get their hero stuff while their hero is busy
There is one strong contender for who the doppelganger is - Will-043 Halo Canon posited years ago that the Spartan depicted in most of the BELIEVE campaign was actually Will, pretending to be John for morale/propaganda purposes whilst he was on Delta Halo
You said that the body double HAS to be another spartan but honestly I dont agree. People today can already make very convincing cosplays of spartan armor, and I dont think it'd be any harder to do so 500 years in the future, and I know someone might say that "Oh, well the Master Chief is much larger than the average human so you could tell if it wasnt another spartan" but we already have plenty of tricks to make people look larger than they really are in photographs and even videos, and on top of that we already know the photo is manipulated. I think the person imitating the chief likely isnt anyone of importance at all tbh

I have two hypotheses. 1: Maria-062. She is known to have personally tested the very same suit of armour Chief gets at the beginning of the game. This means her height and proportions are similar enough that they can wear the same suit without much issue. Therefore it would be a simple (if expensive) matter to get Maria her own suit and use her as a body double so long as she didn’t need to speak or remove the helmet. Even the voice would be easy to fake with 26th century technology. I believe this is the most likely, as she is a Spartan, and thus can be filmed and photographed performing feats that only a Spartan can. She obviously doesn’t mind doing sidework for ONI/UNSC in her retirement, and propaganda photos would be reasonably safe, especially encased in functional Mjolnir. 2: Just some random, exceptionally tall and buff dude in a fake suit. Even in the modern day, people are making really high quality cosplay costumes in their basements. Given the virtually unlimited resources available to ONI, I don’t doubt for a second they could make a screen passable replica. Hell, SPI existed in 2552 and normal humans can wear that. Why not just bolt Mjolnir plates to an SPI frame? Even the weight wouldn’t be an issue using different materials or hollowed plates. The height probably wouldn’t match, but again, that is easily solved with forced perspective or other special/visual effects. Of the two, if I had to choose, I’m going to say Maria is the most likely candidate.
It could be Will-043 we don't know what exactly he was doing during the events of halo 2 other than those missions to Antarctica, Havana, and the Yucatan a lot can happen in 13 days before he would leave and go to Onyx
Halo Canon made a video about this where he speculates that the Spartan II in green MK6 armor during this photograph, the believe trailers, and Spartan Strike Video Game is Spartan Will-043. I believe Halo Studios/343 confirmed that Will-043 is the Spartan II wearing green MK6 armor in the cover art of Ghost's of Onyx. We know it is not spartans Fred-104 and Linda-058, as the H2A terminals and Halo Mythos show them wearing their Gen 2 armor or armor they wear in Halo 5, while they were inside the Shield World Trevelyan/Onyx and also while they were being debriefed about Operation First Strike. Also, I don't think it is Maria-062, as I believe the Graphic novel, states that she gave her Green MK6 armor, to Master Chief before the covenant invasion of Earth. Also Spartan Will-043 is not present with spartans Fred-104 and Linda-058 during the debrief of Operation First Strike as seen in the Halo 2 Anniversary Terminals. I believe Master Chief's body double to be spartan Will-043 based on the information that has been provided.

It's well documented that ONI doesn't have an issue with clones. It could be that all of the IIs not only had the flash clones to replace them that died but also had more complete and healthy clones that WERE trained in PR and do all the propaganda stuff that the regular IIs would never even consider doing.
Each time we start a game where are different Master Chief clone. We never made it off the ring, we never got out of high charity, we didn't escape the ark, we died after we defeated the didact, Cortana beat us, Atriox beat us. Halo the clone war.
You're overthinking it. He isn't posing for a picture, the photographer took a burst shot where multiple photos where taken and he saved the best one. And/or Chief could have stopped to survey his surroundings. Photographer could have been in a building or on a street near the action which is not available to the player. Maybe he took it across the river from the Chief.
I think in the forgotten game, Spartan Strike, there is another Spartan present fighting with a rocket launcher in one of the Mombasa missions that is not your own character. It's been a long time since I played, and I don't know the cannon relevance either, but I thought he or she be a potential candidate.
my theory is the pic was taken not in mombasa but songnam where the mk 6 armor was developed and it was essentially part of an ad campaign to drum up investments in the company developing the mk 6 platform. also i have a related theory and that is that the mk 6 armor was not developed for the spartan 2s since as far as i am aware halsey was not involved with its production like she was the the previous iterations, mk 6 armor was developed for the spartan 3s to replace SPI
Considering the thousands of cameras and hundreds of drones in every major city on Earth, it's no stretch to believe that the Spartan is Chief and the photo was taken by a passing police drone as he was scanning the nearby skyline for snipers and other threats. It's also more than likely that ONI had access to the police database and found the image, liked the angle and Chief's stance in the moment, pulled it and sent it to Giraud for doctoring. I very highly doubt that it was some random citizen who missed one of the evac transports and happened to be in right place at the right time with their camera ready to go.
Alternate theory, the original photo didn't have any spartan there. It was just a shot of the Mombasa skyline full of covenant ships and a dead marine there, and a doctored version of the Chief was added in post, sent to ONI, who sent it back to remove the stuff they wanted removed. After this second round of editing, it was approved.
Honestly, I would have never looked past this cover as anything but cover art - more chaotic with a stand alone hero at the center than all the other cover arts in the series because it’s simply showing us how critical the situation is as we all know Earth is mankind’s last bastion
Its an ODST in a special made non powered weight reduced Mjolnir suit and scaled down smgs that oni had made for propaganda reasons. Keeps all remaining spartans in the field and people still get to see the glamour shots
Some things I want to throw into the conversation: - The picture could have been taken by a camera drone… Actually, not could have, was most likely taken by a Camera drone. - It could be a matter of how Halo: The Flood added a number of new events and expanded the timeline of Halo 1. - It’s implied by the notes that this was not a staged picture and that the Chief wasn’t posing, especially since they had to edit his position to get a more heroic stance. - It can’t be Will, he was already dead on Onyx by this point. - If it was another Spartan 2 it was most likely Naiomi-010 or Maria-062, since their whereabouts are unknown at the time, unlike the rest of Blue Team. That’s my 2 cents ;)
I think it could be a few things: 1. This could be a member of spartan black team 2. This could be the female spartan seen in the halo legends episode with the odst's but in a canon derivative. 3. This could be the female spartan that also wil be also put into the gen 2 mk7 armor. 4. A canon version of spartan 1337 from halo legends. Last possibility is that it could be a statue made from fiberglass(could be part of the next part of this comment) But the location could be also Not be in mombasa at all, i think it could be at an spartan armor testing fascility either during the defence or though less likely in front of a green screen thus not even in battle and the wartime fotographer could just have gotten a jolt from a random grenade and the background work could have been made bysy before oni ordered changes to be made. Don't know per say wich work or don't since i can't remember every bit of lore detail sadly...
That spartan is heavily believed to be Will-043 and we don't exactly have concrete details about that diorama battle only that it soon happened after Chief followed regret and that it lasted for 7 days
Damn I figured more people would be saying Will-043. Here is my reasoning anyways. 1. Will is the only Spartan-II confirmed active and at Earth for the Battle. 2. There is evidence to suggest he wore Mark VI like John as he is the only candidate for the Mark VI user on the Ghosts of Onyx Cover. 3. The armor tested by Maria was sent to John and is being worn by him before the Covenant arrive. So only way it could be her is if the retirement line at the end of her story was a lie. 4. Will fits better as John was well doing the game's events, Fred and Linda were being debriefed and Will is confirmed to not be with either party despite Will being with Fred and Linda prior to the battle. So idk the timeline of he finishes being debriefed sooner and arrives to the fight just seems to make more sense, then Maria who has been forgotten bar one story and some out of universes references makes more sense in my mind. Otherwise I'd argue Naomi-010 is a candidate as well as Maria-063.
Aside from the story in the graphic novel, the picture could have been taken from a hiding spot, we didn't necessarily have to see him. Although the whole photo was most likely a complete fab job by ONI because we also never saw the level of devastation portrayed in the background of the picture. Thanks for the video!
I have a couple of thoughts. First one is one I've seen in at least one other comment, which is that this could essentially just be hyper-realistic cosplay type armor. A shell to put on someone for a photoshoot. Another possibility, and I'm not super well-informed on individual Spartans, so I don't know if there's a confirmed Spartan to fit this description, but a Spartan II or III who partially failed augmentation so that they could wear and function in Mjolnir but would not be suitable for a combat role. I'm thinking one of the Spartan II's who suffered a retinal detachment would be some of the best candidates for someone to wear and maybe even do early prototype testing on new iterations of the armor without risking one of their combat-ready Spartans. ONI would likely not want to risk any active Spartans or take their time away from deployments just to do early phase prototyping, and these non-combat Spartans would be available for realistic photos and even short videos of them in combat. Just link up a dumb AI to their armor and neural lace, and in theory they should be able to even do some real fighting in areas that don't require the kind of reaction time they'd likely lose from having to process the information differently.
One thing people are overlooking is that the same scuff makrs and battle blemishes noted on the armor are the same one that are depicted in game. Also note that the armor is brand new and already has worn markings on it scrapes ect
@mnr-1177 but that's assuming there was only 1 single suit of that very same prototype armor she was testing out. And chiefs suit was confirmed as new, non prototype model. It was a Mark variant/Non prototype.
As an actual infantry combat veteran,and super halo fan, combat photographers don't pose their shots, all photos and videos are taken 'in theater'. Any post editing is done strictly by military and national intelligence apparatuses. So no this is not a body double, just a post action edited photo of the chief for morale purposes.
It makes for some really interesting meta commentary of blurring the line between irl, the box art of the game and the in game world. But, to be a debby downer, if the Spartans were revealed to the world before the invasion of Earth then it would not be a stretch in the slightest to suggest ONI would already have plenty of PR friendly (glamor) shots of Spartans that could be layered onto other images to make for good propaganda. They don't need a doppelganger if they have access to the Spartan program, schematics and such and make a photoshot job of a Spartan posing for a poster.
Ah, but we cannot take the lack of a war photographer in gameplay to be canon. In Halo Evolutions' short story Hotel Zanzibar(?) contains an entirely different version of the first half of Metropolis. And we cannot forget in The Flood how many little details are changed from the gameplay but still considered canon. So, gameplay canon can be and has been trumped by later media.
As we know from ODST the Mombasa evacuation did not go very smoothly at all, Civilians were still in the city long after the covenant arrived. Also why would Benjamin not be there during the battle, his entire job was to be there during the battle and take good photos. I also don't see how it would be possible or reasonable for ONI to take and then doctor a photo of Chief in the ruins of new Mombasa, and then put it on public transport in new Mombasa before it was attacked, some things you just gotta write off as plot holes where the writer forgot something or didnt pay attention. For example the writer of the comic writes "Ben points at a war photo of chief and says he took it" The artist traces an image from later in the timeline that wouldn't make sense, and then the hunt the truth writer reads that ben took the halo 2 cover photo on a wiki and makes it part of the story.
The way you explained and showed the unaltered version of the photo, makes me think it was a marine who took it with his HUD or battle camera as the Chief was issuing orders. And ONI just assigned the final product to the best known war correspondent in the area. Or it could be Fred wearing a mock up of Chief's armor. Wasn't Fred working exclusively for ONI at this time? Or maybe Maria testing the armor.
Maybe he's a clone of the chief that Halsey made in secret? We know he's Halseys' favourite,and we know she's done clandestine work that neither the UNSC or ONI knew anything about,so....
Halo canon made a pretty awesome video on somethong similar before he quit youtube, to put it sort he summarized that there was another spartan in MK VI and we see a spartan in that same armor on the cover of ghosts of onyx, he beleives it to be Will-043 as Kurt or another Spartan III was in the SPI and Kelly was in the MK V, and in a terminal its confirmed Fred and Linda wore a precursor to the Centurion and Argus armor when debriefing high command on the unyielding hyrophant. Theres more to it as we see a Spartan in that armor in Spartan Strike game. So i beleive it is Will
My head canon says that the image is a frame of video from city's cctv cameras, as the a.i. was keeping track of unsc forces, like in halo odst. Oni simply used it for propaganda purposes.
Could it have been one of the spartan 2 washouts or a 3? Perhaps a washout could be put in a nonfunctional shell of mjolnir for the picture and labeled as humanity's hero because the chief is too valuable to put aside for media appearances barring those in relatively peaceful locales such as aboard the Cairo. Perhaps there are several Spartans either wounded or washouts that oni can use for propaganda purposes
It’s a person in a custome or borrowed a suit that kinda fits his features and photoshopped the rest. That’s if they didn’t just superimposed a photo of him in then doctored it to fit their needs. I would guess the later as it’s easier and more secure way to do it. They’re not going to waste a Spartan’s time with this crap who has much more important things to do when a in house person or outside contractor can do it with no issues. The most would bug him with is photographs of him in his suit if they don’t already have that from past fittings.
As much as I think Fred would have done it (being a much better “people person” that John), I believe Fred, Linda, and William were in Cuba at the same time as John being in Mombosa.
See, that's the problem with 343 lore. Whoever wrote this piece of lore wanted to create something cool without thinking of the implications and the contradictions caused by retroactively injecting new events into a timeline they haven't written in the first place. The body double is Chief. Because the writer(s) didn't think enough what they created, they didn't think about the possibility of a body double in the first place, because they failed to properly assess the timeline they were messing with. They haven't thought enough about this and went with it anyway. It's not the first time post-Bungie lore contradicts already-established events and knowledge and this is a fine example of it all. I love the story of this photographer and his propaganda work, I really do, but the newer writers failed to properly study the source material and integrate their creation into the established universe. It's cool, but not thought-through enough.
SERIOUS ANSWER: It’s a cosplayer! (And a brave one at that) Yes, someone was going around in their pretend mark-IV armor looking for one more cool picture in it before they died. This person knew that their suit wasn’t going to keep them safe, or help them kill aliens or change the war. All they thought was “hey, this is a pretty dope background for a picture, maybe I can convince people that the master chief was here killing bad guys, maybe that would cheer them up”. Little did this person know that chief was there literally doing what the cosplayer was pretending to do!
A point of curiosity, I wonder how many people knew that the, "Spartans Never Die" was propaganda BS. People are smarter than their given credit for. My understanding the average civilian in the Halo Universe was privy to _very_ little to what was going on for the most part. But I wonder if people knew how much they were being kept in the dark. Edit to answer the Question: It was just a model in some badass cosplay. Sure a full suit of Mjolnir power armor was the most advanced system developed by humanity and costs as much as a small star ship. But a shady propaganda division of a government could crank out a "close enough for looks" one in a day or two with a cheap 3d printer
Yeah it would obviously be a body double shot afterwards ad was doctored as Chief would be way to busy and important for that. No one in command or ONI itself would want him to do that. He has a job to do and so do they. I’m not surprised by ONIs actions here or it choices to tidy up the truth about the war as it a essential part of fighting, winning, and/or surviving a war to keep morale up at home and in its ranks at all costs or your lose said war. A prime example of this fact is the Vietnam War and the winning strategy of North Vietnam. It’s not pretty or nice but you do what you gotta do to win and survive in times like that.

Perhaps it isn't a Spartan. What if it's a double bluff by ONI. Perhaps they had a actor put on a suit of 'cosplay' for lack of better words and pose him in a studio. Make the main photograph in case someone went snooping and discovered the 'real' photo (perhaps have a lower form of encryption so it can be found and leaked easier) for people to share. That would, in my opinion, keep with the ONI philosophy AND allow them to keep their most prized assets in the field.
We have decent photoshop now. You don't think a smart AI couldn't create this realistic image of Chief? I don't think it is a body double or another Spartan. It's a smart A.I. creation for propaganda. Simple.
So we should be able to agree that it's an ONI doctored image. Take it a step further and ask, is this a hologram of Chief? Id assume in 2552, that they could create a 3d render of him in the armor and then apply it to real world events, or just editing. Im thinking of Starship troopers 3 (I believe) where someone is giving a speech but it turns out they are a hologram and its another person giving the speech in real time.
I don't know if it's necessarily a Spartan. I mean, you look at modern cause players how accurately they can copy armor it very easily could have been the average person in fake suit I would like to say something about the size of the marine compared to the fake chief. Even with force perspective, the two look about the same size. So that is either a very large marine. Or a very small chief.
It doesn't have to be another Spartan, there's nothing to say that armour is functional. It could basically just be cosplay armour: made to look like the real thing, but otherwise completely useless. There's also nothing to give scale to the figure in the image, that could easily be a regular sized human. Given the state of deepfake AI image generation today, 500 years in the future I don't see why this has to be a person at all. All ONI needs is a pet photographer to claim they took the picture while having their image generation AI great the image they want. Feed the alterations back into the AI to have it rework the image more to their liking and hey presto, publicity images of the camera-shy demi-god on demand.
I seriously don't think it's Maria-062 1. she's retired with family and from the comic she seems like she's adamant I'm not rejoining the UNSC. 2. At the time of the start of Halo 2 she still supposed to be in songnam 3 the injury forced her to be discharged from the UNSC, this injury must have been extremely bad as we know that Spartans like Kat B-320 and James-005 can lose limbs and not be discharged 4.the proportions body proportions are a male one The Spartan might be a Spartan II also might be a Spartan III. If it is a III it's most likely one of the surviving members from Beta Company. And it couldn't have been another achievement/medal since Master Chief has almost every achievement and metal except the prisoner of war medallion. Sadly he would never receive his promotion.
If I remember correctly, Maria-062 took a blast to the chest so bad that they had to replace her heart (possibly also lungs?) with artificial replacements, which is why they decided to allow her to medically retire. They only reason she was still kept on retainer to test new MJOLNIR permutations is because, well...there aren't many SPARTAN IIs left away from the front lines that could wear *any* MJOLNIR armor in a controlled environment with constant monitoring, so they chose to hire her as a pseudo-contractor type of thing since she "happened to be in the neighborhood", so to speak.

You do know that the mark Vi that chief wears is the standard version right meaning that the average Spartans like chief would have all looked the se especially since this was pre Halo 3 before variants, specializations and customization was even a thing

It could have been William during the battle of New Mombasa or maybe Maria before or after the battle of New Mombasa. John, Maria & William all wore the same armor.
I know many people are probably already saying this, but it's probably Maria-062 from the Armor Testing comic, which also happens to be right before Second Sunrise Over New Mombasa in the graphic novel. I may be wrong about her whereabouts during the battle of New Mombasa since I'm writing this without doing any research on her Halopedia page, but it's possible that she could've been given her own suit of Mark VI armor after testing the suit that went to the Chief, and then been deployed to New Mombasa at the same time Chief was in Old Mombasa. Chief ends his fighting in uptown of New Mombasa, so it could be that Maria was fighting closer to the downtown and business sector from ODST where Ben could've taken the photo, and this would also make sense for Chief and Maria to never even know they were fighting in the same city at the same time.
Not a bad thought, really: Maria-062 was kept on retainer to test the MkVI suit *and* its various addons and permutations. Doubtless they would have had another suit lined up for her to continue testing with after John S-117 got the first one that Maria finished testing in that comic.

It's most likely Maria or perhaps William. But as Maria was the one who tested it, and then the chief got it, she most likely did the glamour shots, so ONI can use any background that they like and the civies can get their hero stuff while their hero is busy

You said that the body double HAS to be another spartan but honestly I dont agree. People today can already make very convincing cosplays of spartan armor, and I dont think it'd be any harder to do so 500 years in the future, and I know someone might say that "Oh, well the Master Chief is much larger than the average human so you could tell if it wasnt another spartan" but we already have plenty of tricks to make people look larger than they really are in photographs and even videos, and on top of that we already know the photo is manipulated. I think the person imitating the chief likely isnt anyone of importance at all tbh
But a cossplay with like(with luxury) an hours to made that to the finest details? A bit tó unlikely sadly...

I have two hypotheses.
1: Maria-062. She is known to have personally tested the very same suit of armour Chief gets at the beginning of the game. This means her height and proportions are similar enough that they can wear the same suit without much issue. Therefore it would be a simple (if expensive) matter to get Maria her own suit and use her as a body double so long as she didn’t need to speak or remove the helmet. Even the voice would be easy to fake with 26th century technology. I believe this is the most likely, as she is a Spartan, and thus can be filmed and photographed performing feats that only a Spartan can. She obviously doesn’t mind doing sidework for ONI/UNSC in her retirement, and propaganda photos would be reasonably safe, especially encased in functional Mjolnir.
2: Just some random, exceptionally tall and buff dude in a fake suit. Even in the modern day, people are making really high quality cosplay costumes in their basements. Given the virtually unlimited resources available to ONI, I don’t doubt for a second they could make a screen passable replica. Hell, SPI existed in 2552 and normal humans can wear that. Why not just bolt Mjolnir plates to an SPI frame? Even the weight wouldn’t be an issue using different materials or hollowed plates. The height probably wouldn’t match, but again, that is easily solved with forced perspective or other special/visual effects.
Of the two, if I had to choose, I’m going to say Maria is the most likely candidate.
I like number 2, it isn't far fetched from the fact that Master Chief does have his own action figure toy line in-universe.
It could be Will-043 we don't know what exactly he was doing during the events of halo 2 other than those missions to Antarctica, Havana, and the Yucatan a lot can happen in 13 days before he would leave and go to Onyx
Halo Canon made a video about this where he speculates that the Spartan II in green MK6 armor during this photograph, the believe trailers, and Spartan Strike Video Game is Spartan Will-043. I believe Halo Studios/343 confirmed that Will-043 is the Spartan II wearing green MK6 armor in the cover art of Ghost's of Onyx. We know it is not spartans Fred-104 and Linda-058, as the H2A terminals and Halo Mythos show them wearing their Gen 2 armor or armor they wear in Halo 5, while they were inside the Shield World Trevelyan/Onyx and also while they were being debriefed about Operation First Strike. Also, I don't think it is Maria-062, as I believe the Graphic novel, states that she gave her Green MK6 armor, to Master Chief before the covenant invasion of Earth. Also Spartan Will-043 is not present with spartans Fred-104 and Linda-058 during the debrief of Operation First Strike as seen in the Halo 2 Anniversary Terminals. I believe Master Chief's body double to be spartan Will-043 based on the information that has been provided.

It could be that all of the IIs not only had the flash clones to replace them that died but also had more complete and healthy clones that WERE trained in PR and do all the propaganda stuff that the regular IIs would never even consider doing.
Each time we start a game where are different Master Chief clone. We never made it off the ring, we never got out of high charity, we didn't escape the ark, we died after we defeated the didact, Cortana beat us, Atriox beat us. Halo the clone war.

He isn't posing for a picture, the photographer took a burst shot where multiple photos where taken and he saved the best one. And/or Chief could have stopped to survey his surroundings.
Photographer could have been in a building or on a street near the action which is not available to the player. Maybe he took it across the river from the Chief.
I think in the forgotten game, Spartan Strike, there is another Spartan present fighting with a rocket launcher in one of the Mombasa missions that is not your own character. It's been a long time since I played, and I don't know the cannon relevance either, but I thought he or she be a potential candidate.
my theory is the pic was taken not in mombasa but songnam where the mk 6 armor was developed and it was essentially part of an ad campaign to drum up investments in the company developing the mk 6 platform. also i have a related theory and that is that the mk 6 armor was not developed for the spartan 2s since as far as i am aware halsey was not involved with its production like she was the the previous iterations, mk 6 armor was developed for the spartan 3s to replace SPI
Considering the thousands of cameras and hundreds of drones in every major city on Earth, it's no stretch to believe that the Spartan is Chief and the photo was taken by a passing police drone as he was scanning the nearby skyline for snipers and other threats. It's also more than likely that ONI had access to the police database and found the image, liked the angle and Chief's stance in the moment, pulled it and sent it to Giraud for doctoring. I very highly doubt that it was some random citizen who missed one of the evac transports and happened to be in right place at the right time with their camera ready to go.

Alternate theory, the original photo didn't have any spartan there. It was just a shot of the Mombasa skyline full of covenant ships and a dead marine there, and a doctored version of the Chief was added in post, sent to ONI, who sent it back to remove the stuff they wanted removed. After this second round of editing, it was approved.
Honestly, I would have never looked past this cover as anything but cover art - more chaotic with a stand alone hero at the center than all the other cover arts in the series because it’s simply showing us how critical the situation is as we all know Earth is mankind’s last bastion

Some things I want to throw into the conversation:
- The picture could have been taken by a camera drone… Actually, not could have, was most likely taken by a Camera drone.
- It could be a matter of how Halo: The Flood added a number of new events and expanded the timeline of Halo 1.
- It’s implied by the notes that this was not a staged picture and that the Chief wasn’t posing, especially since they had to edit his position to get a more heroic stance.
- It can’t be Will, he was already dead on Onyx by this point.
- If it was another Spartan 2 it was most likely Naiomi-010 or Maria-062, since their whereabouts are unknown at the time, unlike the rest of Blue Team.

I think it could be a few things:
1. This could be a member of spartan black team
2. This could be the female spartan seen in the halo legends episode with the odst's but in a canon derivative.
3. This could be the female spartan that also wil be also put into the gen 2 mk7 armor.
4. A canon version of spartan 1337 from halo legends.
Last possibility is that it could be a statue made from fiberglass(could be part of the next part of this comment)
But the location could be also Not be in mombasa at all, i think it could be at an spartan armor testing fascility either during the defence or though less likely in front of a green screen thus not even in battle and the wartime fotographer could just have gotten a jolt from a random grenade and the background work could have been made bysy before oni ordered changes to be made.

That spartan is heavily believed to be Will-043 and we don't exactly have concrete details about that diorama battle only that it soon happened after Chief followed regret and that it lasted for 7 days

Here is my reasoning anyways.
1. Will is the only Spartan-II confirmed active and at Earth for the Battle.
2. There is evidence to suggest he wore Mark VI like John as he is the only candidate for the Mark VI user on the Ghosts of Onyx Cover.
3. The armor tested by Maria was sent to John and is being worn by him before the Covenant arrive. So only way it could be her is if the retirement line at the end of her story was a lie.
4. Will fits better as John was well doing the game's events, Fred and Linda were being debriefed and Will is confirmed to not be with either party despite Will being with Fred and Linda prior to the battle.
So idk the timeline of he finishes being debriefed sooner and arrives to the fight just seems to make more sense, then Maria who has been forgotten bar one story and some out of universes references makes more sense in my mind. Otherwise I'd argue Naomi-010 is a candidate as well as Maria-063.
Aside from the story in the graphic novel, the picture could have been taken from a hiding spot, we didn't necessarily have to see him.
Although the whole photo was most likely a complete fab job by ONI because we also never saw the level of devastation portrayed in the background of the picture.

I have a couple of thoughts. First one is one I've seen in at least one other comment, which is that this could essentially just be hyper-realistic cosplay type armor. A shell to put on someone for a photoshoot. Another possibility, and I'm not super well-informed on individual Spartans, so I don't know if there's a confirmed Spartan to fit this description, but a Spartan II or III who partially failed augmentation so that they could wear and function in Mjolnir but would not be suitable for a combat role. I'm thinking one of the Spartan II's who suffered a retinal detachment would be some of the best candidates for someone to wear and maybe even do early prototype testing on new iterations of the armor without risking one of their combat-ready Spartans. ONI would likely not want to risk any active Spartans or take their time away from deployments just to do early phase prototyping, and these non-combat Spartans would be available for realistic photos and even short videos of them in combat. Just link up a dumb AI to their armor and neural lace, and in theory they should be able to even do some real fighting in areas that don't require the kind of reaction time they'd likely lose from having to process the information differently.
One thing people are overlooking is that the same scuff makrs and battle blemishes noted on the armor are the same one that are depicted in game. Also note that the armor is brand new and already has worn markings on it scrapes ect

As an actual infantry combat veteran,and super halo fan, combat photographers don't pose their shots, all photos and videos are taken 'in theater'. Any post editing is done strictly by military and national intelligence apparatuses. So no this is not a body double, just a post action edited photo of the chief for morale purposes.

It makes for some really interesting meta commentary of blurring the line between irl, the box art of the game and the in game world. But, to be a debby downer, if the Spartans were revealed to the world before the invasion of Earth then it would not be a stretch in the slightest to suggest ONI would already have plenty of PR friendly (glamor) shots of Spartans that could be layered onto other images to make for good propaganda. They don't need a doppelganger if they have access to the Spartan program, schematics and such and make a photoshot job of a Spartan posing for a poster.
Ah, but we cannot take the lack of a war photographer in gameplay to be canon. In Halo Evolutions' short story Hotel Zanzibar(?) contains an entirely different version of the first half of Metropolis. And we cannot forget in The Flood how many little details are changed from the gameplay but still considered canon. So, gameplay canon can be and has been trumped by later media.

As we know from ODST the Mombasa evacuation did not go very smoothly at all, Civilians were still in the city long after the covenant arrived. Also why would Benjamin not be there during the battle, his entire job was to be there during the battle and take good photos. I also don't see how it would be possible or reasonable for ONI to take and then doctor a photo of Chief in the ruins of new Mombasa, and then put it on public transport in new Mombasa before it was attacked, some things you just gotta write off as plot holes where the writer forgot something or didnt pay attention. For example the writer of the comic writes "Ben points at a war photo of chief and says he took it" The artist traces an image from later in the timeline that wouldn't make sense, and then the hunt the truth writer reads that ben took the halo 2 cover photo on a wiki and makes it part of the story.
The way you explained and showed the unaltered version of the photo, makes me think it was a marine who took it with his HUD or battle camera as the Chief was issuing orders. And ONI just assigned the final product to the best known war correspondent in the area.
Or it could be Fred wearing a mock up of Chief's armor. Wasn't Fred working exclusively for ONI at this time? Or maybe Maria testing the armor.

Halo canon made a pretty awesome video on somethong similar before he quit youtube, to put it sort he summarized that there was another spartan in MK VI and we see a spartan in that same armor on the cover of ghosts of onyx, he beleives it to be Will-043 as Kurt or another Spartan III was in the SPI and Kelly was in the MK V, and in a terminal its confirmed Fred and Linda wore a precursor to the Centurion and Argus armor when debriefing high command on the unyielding hyrophant. Theres more to it as we see a Spartan in that armor in Spartan Strike game. So i beleive it is Will
My head canon says that the image is a frame of video from city's cctv cameras, as the a.i. was keeping track of unsc forces, like in halo odst. Oni simply used it for propaganda purposes.
Could it have been one of the spartan 2 washouts or a 3? Perhaps a washout could be put in a nonfunctional shell of mjolnir for the picture and labeled as humanity's hero because the chief is too valuable to put aside for media appearances barring those in relatively peaceful locales such as aboard the Cairo. Perhaps there are several Spartans either wounded or washouts that oni can use for propaganda purposes
It’s a person in a custome or borrowed a suit that kinda fits his features and photoshopped the rest. That’s if they didn’t just superimposed a photo of him in then doctored it to fit their needs. I would guess the later as it’s easier and more secure way to do it. They’re not going to waste a Spartan’s time with this crap who has much more important things to do when a in house person or outside contractor can do it with no issues. The most would bug him with is photographs of him in his suit if they don’t already have that from past fittings.

As much as I think Fred would have done it (being a much better “people person” that John), I believe Fred, Linda, and William were in Cuba at the same time as John being in Mombosa.

See, that's the problem with 343 lore. Whoever wrote this piece of lore wanted to create something cool without thinking of the implications and the contradictions caused by retroactively injecting new events into a timeline they haven't written in the first place.
The body double is Chief. Because the writer(s) didn't think enough what they created, they didn't think about the possibility of a body double in the first place, because they failed to properly assess the timeline they were messing with.
They haven't thought enough about this and went with it anyway. It's not the first time post-Bungie lore contradicts already-established events and knowledge and this is a fine example of it all. I love the story of this photographer and his propaganda work, I really do, but the newer writers failed to properly study the source material and integrate their creation into the established universe.

Yes, someone was going around in their pretend mark-IV armor looking for one more cool picture in it before they died.
This person knew that their suit wasn’t going to keep them safe, or help them kill aliens or change the war. All they thought was “hey, this is a pretty dope background for a picture, maybe I can convince people that the master chief was here killing bad guys, maybe that would cheer them up”.
Little did this person know that chief was there literally doing what the cosplayer was pretending to do!
A point of curiosity, I wonder how many people knew that the, "Spartans Never Die" was propaganda BS. People are smarter than their given credit for. My understanding the average civilian in the Halo Universe was privy to _very_ little to what was going on for the most part. But I wonder if people knew how much they were being kept in the dark.
Edit to answer the Question: It was just a model in some badass cosplay. Sure a full suit of Mjolnir power armor was the most advanced system developed by humanity and costs as much as a small star ship. But a shady propaganda division of a government could crank out a "close enough for looks" one in a day or two with a cheap 3d printer

I’m not surprised by ONIs actions here or it choices to tidy up the truth about the war as it a essential part of fighting, winning, and/or surviving a war to keep morale up at home and in its ranks at all costs or your lose said war. Perhaps it isn't a Spartan. What if it's a double bluff by ONI. Perhaps they had a actor put on a suit of 'cosplay' for lack of better words and pose him in a studio. Make the main photograph in case someone went snooping and discovered the 'real' photo (perhaps have a lower form of encryption so it can be found and leaked easier) for people to share. That would, in my opinion, keep with the ONI philosophy AND allow them to keep their most prized assets in the field.

Id assume in 2552, that they could create a 3d render of him in the armor and then apply it to real world events, or just editing. Im thinking of Starship troopers 3 (I believe) where someone is giving a speech but it turns out they are a hologram and its another person giving the speech in real time.

It doesn't have to be another Spartan, there's nothing to say that armour is functional. It could basically just be cosplay armour: made to look like the real thing, but otherwise completely useless. There's also nothing to give scale to the figure in the image, that could easily be a regular sized human.
Given the state of deepfake AI image generation today, 500 years in the future I don't see why this has to be a person at all. All ONI needs is a pet photographer to claim they took the picture while having their image generation AI great the image they want. Feed the alterations back into the AI to have it rework the image more to their liking and hey presto, publicity images of the camera-shy demi-god on demand.

Something else I'd like to point out the accommodation most likely was a promotion to master Chief Petty Officer of the Navy as in Halo 3 the the insignia has three stars. And it couldn't have been another achievement/medal since Master Chief has almost every achievement and metal except the prisoner of war medallion.

If I remember correctly, Maria-062 took a blast to the chest so bad that they had to replace her heart (possibly also lungs?) with artificial replacements, which is why they decided to allow her to medically retire. They only reason she was still kept on retainer to test new MJOLNIR permutations is because, well...there aren't many SPARTAN IIs left away from the front lines that could wear *any* MJOLNIR armor in a controlled environment with constant monitoring, so they chose to hire her as a pseudo-contractor type of thing since she "happened to be in the neighborhood", so to speak.

Odd video I think it's meant to be him running through not stopping i think it's the same thing as halo fireteam raven you don't see them in game and there is other stuff from books and lore that dosen't add up 1 to 1 but i hope if they do some remakes they will add some more lore and fix other lore stuff that dosen't add up i hope if they do a remake of halo 1 they have some stuff showing fireteam raven in the first level and maybe some stuff talking about the like audio logs
