Rouge has boundaries. She will do whatever she can not to harm people, and always does her best to help where she can. Also Rouge NEVER travels alone when it comes to dangerous places. She would also know not to cross Batman, and would do her best to ensure no one gets hurt. She only fights if she has to, and even then it's to subdue and not kill. She has a 'kill only if I have to' rule. If Batman asks for her help, she won't hesitate to as she is a good person despite her shifty morals.
At best, Rouge is a fem fatale. And Batman's attitude towards fem fatales is summed up in this line from Batman: the Brave and the Bold; "The only rings I'll be putting on her are a pair of handcuffs".
Despite being a manipulative, morally Grey character, who almost puts her own needs first... She's one of the most reliable ally and friend in the sonic series. She may want to get her hands on shiny things, no matter what.... But she always puts her friends first. And I respect that.
As far as Rouge,s morality goes their is a scene in sonic X that proves she's a good person ( Or bat ) at heart. It happens when she's carrying the charecter Chris along with a bunch of chaos emeralds he's holding. She ends up accidently dropping them and instead of grabbing one or two of the emeralds she catches Chris. This proves that in the end she does value lives over her own greed.
