I really don't think that titians would start off as a war platform. It feels more like a gimic city that you would use for planets with a extreme hot day and cold night cycles. Like a city that needs to keep moving in that sweet spot. For tourism, i'd say that there might be a market for rich people sitting comfortably in one of these things as it walks through an ocean of lava.

Where's the rest from? The Ecclesiarchy and the deficiencies of the Administratum. I am glad you did not need to show examples of the more degenerate pleasurer world style of anthropomorphizing and assigning female characteristics to warships. And yes, I said pleasure world, because that is closer than how the Tau do. I don't know the full Castigator story, but it had been left on that planet for a while. To Quote Titanfall 2's opening cinematic, "But what truly separates a Pilot from all the other grunts and machines on the battlefield is the bond between a Pilot and a Titan. When linked to a Titan, a Pilot can only be stopped by overwhelming force. Or an equal."
Sure the titans were able to do some damage to the orks. But how long do you think it would take them to repopulate and make more titan-killing weapons?

Honestly that's the strength of the Orks more than anything. Once their population rebounds it's possible. It does take time though.
