A long theory/fanon I have had is that the 11th Primarch ascended to become the 5th Chaos God Malice during the events Covered up as the Rangdan Xenocide.

The Traitor Astartes chapter that worships Malice; the not so subtly named Sons of Malice are Ultramarines successors The XIII Legiones Astartes aka the Ultramarines Legion that suspiciously got a lot of new Astartes immediately after the Rangdan Xenocide the event (events?) which the 2nd and 11th Primarchs faded from History. Which suggests it possible if not likely that the Sons of Malice and their gene-seed are linked to the 5th Chaos God because Malice may have once been the 11th Primarch but embraced their warp aspect in a far more malevolent than Corvus Corax would do after the heresy and didn’t merely become a pawn of the Eight Pointed Star but a fifth member among the pantheon of the Primordial Annihilator. The timing of the Rangdan Xenocide also explains why Malice was largely irrelvant during the Crusade and Heresy and wasn’t and still isn’t widely chosen by Chaos Followers as while active as a member of the Primoridial Annihilator he is still gaining power in the Warp from the destructive tendencies, hatred, desire to destroy, and violence for the sake of violence, annihilation, fear, and the destruction and breakdown of the person and the psychic positive souls of warp sensitive beings.

In the light of the Emperor we know the hights that Mankind can reach and we should all aspire to him. Look all guliman has to do is work with the inquisition and the assassins and custodies keep the imperial nobles in check with tve assassins install laws with help from custodies and inquisition and keep citizenz happy less chaos.
Inquisition has unlimited power and free rein to do anything to destroy chaos. The could easily make sure that imperial worlds take care of their citizens and implement social programs, and it would be fully within their remit as it would be slowly dissolving chaos back to the sea of souls, or at least keep the citizens from joining cults. Instead they blow up planets cause it’s fun.
The chaos gods are not parasites, they are viruses, they don't act until they are in a host.
