As I see, Star Wars is overall a better investment in LEGO than Harry Potter. Almost all of the minifigures that came in already retired LEGO Harry Potter sets since 2018 are fairly cheap to get, even if they have exclusive prints. Some minifigures may still cost more than others, though. Despite that, Harry Potter is still my favorite LEGO theme.

The only set really worth getting IMO are the Brickheadz. Unless you can get sets like Privett Drive and Sirius Rescue at a deep discount.
