Shepard was being a dirty player trying to hurt their star QB and he literally engaged while he was still attacking Herbert. Like that should NEVER be a penalty to intervene when a player is getting maliciously injured. The fact that Shepard wasn't Ejected for targeting just shows how broken the NFL's officiating is.

That should be a 6-game suspension at minimum, and I agree with others who say that dirty plays leading to injury should force the offender out for as long as their victim is hurt. (Maybe even 20% longer).
Why the heck was Shepherd even doing that in the first place? Failing to get the tackle is one thing, but to try and trip up Herbert and going for his ankle, is Shepherd trying to do his best Vontaze Burfict impression or something? Ankle twisting is something Burfict was notorious for, you can ask Spencer Ware or Cam Newton how they felt when Burfict had his hands wrapped around their ankles.
Here's an alleged quote I found from the Saint's coach: "Here's a guy that's trying to wrap the quarterback up. He's on the ground, he has no idea if the quarterback has the ball or not. ... There was nothing malicious about that play." I played football and I could see where he may not be aware the ball was thrown yet given he was on the ground. We're told to play until the whistle and I'm wondering how he should have pulled down the QB from that position...
If you watch the games closely this is an isolated incident with just the saints. I’ve seen almost every team do something like this when they have the chance and not just on QBs. I’ve seen them do it to RBs, WRs, and TEs, heck I’ve seen it happen to some tackles. I’ve even seen offensive players do it to edge rushers. Get it all out of the game!

Suspension should be average recovery time of expected injury + 20%.
ACL tear is a year recovery, so suspension should be 1.2 seasons.
