Your Seeker of Darkness versus Xemnas missing something issue that you bring up. Ansem is seeking knowledge and answers to mysteries of worlds. Xemnas is supposedly looking to regain a heart which he willingly discarded. Ansem's motivations are reinforced in Xehanort's identity; Xemnas' motivation is altered with Xehanort. Ansem is looking to gain power by subtly manipulating Riku and other forces of darkness. Xemnas is mostly watching Sora fight Heartless happily until Saix talks too much, then Sora goes fighting Nobodies.
I don't think I have many controversial opinions, although I agree that I expect Kairi is being well written.
I'll list some of my favourites, although of no particular order Aqua, Axel, Riku, Seeker of Darkness, Sora, Xigbar, Xion.
How about a tier list of every character by strength
Oh shoot thats a good idea! It will take me awhile cause I gotta do a bit of data collecting but I'll do it 😁 I'll probably make it either a "Top 10" list due to some characters not having enough data to go off of like Ira for example. Or I rank only the Keyblade wielders to save time since its a bit more complicated bringing characters like Sephiroth and Hades into the mix. Thanks for the suggestion!
I think Namine would be the top, if she can shatter everyone's hearts via their memory, it means anyone Sora meets is marked for death by Namine
Riku and Roxas are best!
