Well, there are cases where somebody was born with a chemical imbalance in their brain that eventually manifested itself in horrible acts. For example, John Wayne Gacy, Ted Bundy, and the 2 10-year-old boys who brutally murdered James Bulger. But, yes, more often than not, it's a matter of nurture, not nature.
