Use concrete fill, not just clay. Wet and sink every 4 or 5 feet across before sinking the rebar as the stability work must be based on compacted fill. Somebody went cheap, poured in the fill, ran skidloaders over it, leveled the surface, and started foundations. Developer is liable for these damages, or should we say, developer's insurance.

It's rain. 10 years of drought. 2 months rain then drying out cleaves the hillside. If the soil moisture was managed it may have taken many decades longer to fail. How do you think the hills get shaped this way over time? Rain mf
