  • Home-based food businesses follow food safety guidelines that drive up operational costs by as much as 30%, even though they belong to an unlicensed sector. Such businesses mushroomed during the pandemic, but they have been taking some heat over hygiene practices, following the recent suspension of a home-based bakery. The Singapore Food Agency said home-based food businesses are exempted from licensing requirements as the food safety risk is small due to limited production. However, some said tighter regulations will help regain consumer confidence.

Home based businesses are unlicensed and do not need to comply with any regulations. You are only judged by the market. If you serve unsanitary food, you'll be out of business. Do not bother with any unnecessary government regulations, which provide no value add but drive up cost.
