Applying from abroad has two advantages: 1. you can proof you tried already and 2. in case you find a job from abroad you don't need the Chancenkarte but directly apply for the right work visa and you don't need a blocked account as you will have a salary. And if the employer wants you, they could help with the flight, the move and even the accomodation. And it is better to have every certificate, may be also a a certified copy or even better translated, just in case someone wants to see.
