As someone who's worked on the F-15, F-22, and F-35, I can say the F-15 is vastly superior to the others. Why the guard needs brand new ones, I'm not sure.
We only got about 1/3rd of the F-22s we wanted. So we're way short on air superiority fighters. F-15Cs are getting retired in large numbers in the future. We're retiring 68 F-15Es in 2025. More later. The F-15EX is a stop gap. Fill the hole left by the lack of F-22s and all those old F-15s getting scrapped.

We started phasing out the F-15 CRT displays in the early 2000s. Getting those tubes refurbished was a huge hassle, and they had a high failure rate.
