The picture should be also cropped to a 4:3 screen ratio to really sell the effect. That ratio format was standard back in the 90s and 2000s and i miss it so much.
i tried the last part, clicking on the original smart obkect for it to open a new tab then putting a new photo in, pressed ctrl+s to save but it telling me "Cant sabe this doc. back to its original file format. flatten layers and discard extra data as necessary then choose file > save again" error. what should i do?

i think you should 2x click the original image smart object and add the text there

Are you trying to Save it as a PSD? or something else.
Make sure you are saving as a Photoshop document
