Going up against Sally Stageplay in Dramatic Fanatic! The Cuphead Low Damage Challenge is a self-enforced challenge with a few rules:
Must use Chaser weapon
Must use Twin Heart Charm (decreases damage output significantly)
No using Supers or meter at all
Must play on Expert Difficulty

There's a charm that makes you not take damage while dashing which is the smokebomb. I assume that's what you mean because there's no charms that affect damage taken while ducking
