I'm pretty sure that JAM (Japan Animationsong Makers) Project is just the singers. I think all the gaijin musicians were just session guys for the video. Interestingly though, they shot the video at Battery Spencer across the Golden Gate Bridge from San Francisco.
Jam Project is a super group of the best vocalist from old tokusatsu and anime, they got the ones who did the opening for DBZ, Saint Seiya, one piece and tokusatsu like abaranger. Check some of their other songs like GONG, ROCKs, Hagane no Resistance and SOULTAKER, they are all amazing.
this group specializes in anime songs. they were formed in 2000, but all members had had successful solo careers, also in anime music, for long before that. the group is just 5 singers; the instrumentalists are not main in the group. also, the instrumentalists in this video are just actors; they are not the actual people who play for this group. the youngest members of the group were in late 40s when they filmed this, and now they are exactly 50. the oldest are mid 50s.
Su-metal did a guest spot in a JAM performance circa 2014 singing 3 songs with them. The videos are audio only but worth a listen. There is some sort of connection between one of the JAM members and Su's father going back to his late teenage(?) music aspirations.
I like songs that are both happy and heavy. It's funny how they try to hide the gaijin musicians in the background or just show half their faces in the video. You're right though, the instruments are a bit quiet in parts of the song.

Each members are already an upstanding/famous singers since the 80's or 90's before they joined together as JAM Project in 2004 (the group is originally formed in 2000 but some members joined later). The most famous one would be Kageyama Hironobu who's also act as the group leader, is the singer for Dragon Ball Z, Kitadani Hiroshi for One Piece, Fukuyama Yoshiki for Macross 7, Masaaki Endoh for Gaogaigar, and Okui Masami for Utena.
Yes, each of the members still sometimes going solo and releases their own albums. But most of the time, they're going around the world doing live concerts. They do mostly anime songs (as their group name stated "Japanese Anime-song Makers Project"). But sometimes they also did songs for non-anime shows, like games, tokusatsu/super hero show (Kamen Rider, Garo, Super Sentai, Ultraman, etc). Their leader, Kageyama Hironobu, also wrote songs for other singers too.
