Negative. There are plenty of places where beachfront property is private property all the way to the shoreline. It all depends on the deed. If that was going to be an issue for her, then she shouldn't have gotten a home so close to a public beach.
The problem is coastal erosion. The mean tide line keeps moving closer to people's homes, businesses and roads. For an environmentally aware state like California, you'd think we'd be better at protecting our shoreline.

All "beach" is public property? lol
Negative. There are plenty of places where beachfront property is private property all the way to the shoreline. It all depends on the deed. In this case, it appears that her property line did not extend to the shoreline and she was in the wrong.
I can sympathize with people who pay $$$$$ to have beachfront property and have to constantly run off trespassers. People, nowadays seem to have little to no respect for property owners and will routinely trespass at their whim.

Even if it was her property, that's no way to ask people to get off your property, especially since they had no way of knowing. You catch less flies with vinegar than with honey.

Since they didn't explain it, the "mean" high tide line is the highest point that the tide will ever get.
Mean High Tide is the Average of the Highest the high tide will reach and lowest the high tide will reach.
Per the California Lands Commission, the elevation shall be determined by the most current NOAA Tidal Datum (Presently NAVD88).
As a rule, California Courts generally look at "erosion control measures," such as the the pilings in front of her home, to be the property line.

I get being frustrated and annoyed if the people are near your home, like a few feet away just hanging around, that can be very uncomfortable. If that was going to be an issue for her, then she shouldn't have gotten a home so close to a public beach.
She's off her med's or needs a prescription.

The problem is coastal erosion. The mean tide line keeps moving closer to people's homes, businesses and roads. For an environmentally aware state like California, you'd think we'd be better at protecting our shoreline.
She put up a rope and then didn't like it because people were near the rope...the other side of the rope is free game! Some people are just crazy for no reason!
I quite agree and in California, every beach is technically public up to the high tide line. So long as you can access a beach without crossing private property, it's open to you.
