Global webinar on governance issues related to the role of IPLCs in the future DSI Multilateral BSM

  • In December 2022 the Conference of the Parties to the Convention on Biological Diversity at its 15th meeting (CBD COP 15) adopted a decision (www.cbd.int/doc/decisions/cop-15/cop-15-dec-09-en.pdf) to establish, as part of the Kunming-Montreal Global Biodiversity Framework, a multilateral mechanism for benefit-sharing from the use of digital sequence information (DSI) on genetic resources, including a global fund.
    The COP 15 decision envisaged an important role for indigenous peoples and local communities (IPLCs), particularly in using the resources generated by the mechanism to support conservation and sustainable use of biodiversity. It also established a process for developing the DSI solution, starting with a submission of views, which has revealed a need to further explore several governance-related issues.
    The global webinar aims to contribute to this process by taking a closer look at three clusters:
    • IPLC considerations related to data governance in the DSI system;
    • IPLC considerations related to the governance of the multilateral mechanism itself;
    • IPLC governance structures required to receive benefits from the multilateral mechanism and use them for to support conservation and sustainable use of biodiversity.
    The webinar will comprise brief expert introduction on the three clusters, followed by a panel of IPLC representatives considering and discussing the expert introductory inputs.
