The reason of this happening is because some of the stage layouts are different from STH1, and the devs of this hack forgot to change the AI’s movement.
Because sonic appears in diferents part of the level and not in the start of them... that's why sonic is confused because the sonic who appear in the scenes makes the movements when he starts the level and this is finished but if he appears in the middle of the level he gonna make the same movements because it's not supossed to appear in the middle of a level. He's is programmed to start the level making the correct movements and not to start in another place of that same level.
