Kabul was mostly ruled by puppet governments of the west and was inhabited by their agents like amrullah saleh, he Actually came to Afghanistan with USA invasion like ashraf ghani. Before that Kabul was ruled by Soviet puppet government of najibullah. Before that western backed secular government of dictator. Therefore kabul culture is much different from other especially pashtoon Afghanistan's culture where women under normal situations wear their traditional burka and go outside.
