my guess is she was having a psychotic episode and thought someone was watching her, if you look at the footage in the elevator she seems distressed and paranoid as if someone was watching her (even tho nobody was in there) and at the time the security of the hotel and stuff wasn’t so good so it wouldn’t have been hard to get into the tank despite her size
Reasons i think its not a murder 1. There are literally stairs to the top of the tank like imagine how hard it would be for a person to put another person there in the 1st place especially if the victim is trying to resist 2. There are several points which are as There was a man following her who was actually pressing the lifts button from the outside which cause the lifts door to not close and then he took her to the roof top and assaulted her and dumped her naked in the tank...... But I don't think it's possible as in hotels there are guards and reception staff which don't let any unknown be in but idk if they were even there if they weren't then this scenario is pretty possible......

She definitely saw something outta this world, because she acted so weird and scared... maybe a Jinn?
Maybe she was hallucinating a stalker/killer following her and then became scared and climbed up thru the fire escape and one of the employees forgot to close the water tank and she thought it would be a good place to hide in and was drowning and took her clothes off to try reduce the weight but she drowned inside.
Then some guest reported some funny tasting water and brown water then the employees checked the water tanks and saw her rotting body inside and she probably had bipolar disorder and was hallucinating and doing body language to the stalker/killer
