looks like most of the changes are due to difference in contrast and brightness balance change. Some graphical improvements but nothing to right home about what I want to know is FPS on mid spec pc.(eg fx6100 8gb ram and a 2gb video card)

It's always going to be a beta. All future Forza games are coming to PC - not this one.
Is there a big game play difference or is it 100% the same game? never played any of them.
PC one is more of a 'Demo'. All future Forza games are coming to Windows 10 though.

I was able to run this with everthing MAXED out averaging like 120-130fps!

apex to me does got good graphics but there is no performance customization and body customization just paint so the xbox edition is better and in apex you have no credits its medals

Seeing as Xbox just got this game for free with GwG, I've been on a kick of watching Motorsport 6 videos. I've actually never played it, always been more into Horizon.
Someone in the comments here mentioned that the Livery editor and car upgrading is missing and that to them, those are the most fun parts of the game. Personally I can't stand upgrading cars myself. I don't get it. But the Livery editor would kill me. I'm obsessed with making custom paintjobs (usually based on hot wheels). I have tons of paintjobs over on Horizon 4 that I've made, and they're fun. Sadly people don't seem to care about hot wheels paintjobs very much considering my one Initial D livery has way more downloads than all my Hot Wheels liveries combined.
I've taken a break from Horizon 4 though. I haven't played since the Lego dlc came out, and before that was another huge break. I just got bored with it. The DLC just wasn't worth it enough to keep me coming back, and the daily challenges and seasonal exclusive cars, it just feels like too much work. I might go back though one of these days, even if it's just to make some more paint jobs.

+Scott Maclean exactly, the black level is higher in the PC and highlights some details like some textures, and xbox one looks brighter and faded because of this
but the black Levels can be increased on xbox one in the options on the menu, there will look better and like the pc version.
