Not the best reasoning in the world but he genuinely believes it's not her fault. If someone is suffering from depression, you generally wouldn't blame them for their poor actions; you'd get them help. If Endeavor is meant to symbolize the wretchedness lurking in the society of heroes (arranged quirk marriages, striving for the top for non-heroic reasons, etc.), his mother is meant to represent the purity of that society. Deku's speech (Sports Festival Arc) is meant to symbolize Todoroki's return to the path of being a hero so Todoroki's visit to the hospital connects the idea that his mother is a symbol of heroism in Todoroki's eyes. Since his hospital visit is one of the first things he considers doing, his mother can be seen as the beginning of the path to heroism. They are implying that the shooter is solely to be blamed, but that's not true. Both the shooter and the bully deserve to be blamed since the bully was the source of the problem. To go back to MHA, both Endeavor and Todoroki's mom are to be blamed for Todoroki getting burned. They both played a role and both deserve to be blamed.
