Deku wants Todoroki to use his fire power along with his ice power not only for each other to push themselves to their limit, but also to help him push through his trauma and pain. To help him realize just because he inherited his father's power doesn't mean he's his father and that he can be his own man. And it's because of this, this is why and how they became friends.
It’s kinda crazy looking at this from an outside perspective as the series progresses. Deku got One for All just prior to starting at UA, so everyone just thinks he’s really bad at controlling his Quirk that he’s ALWAYS had. It shows you how INSANELY smart and tactful Izuku really is because he had to learn YEARS worth of having a Quirk in a span of a few months to a year. Not to mention keep up and SURPASS others who have been powerful their whole lives. One for All may be OP as hell, but so is Izuku Midoriya.
