I think maybe in Philippines, 75% of Pinoys speak fluent in english. And the 15% can fully understand english but not fluent (meaning a lot of grammatical errors and lack of Vocabularies). And the 5% have limited knowledge in english. And the last 5% have 0 english knowledge.
