If the dams didnt have to water levels as high as they do during the rainy season this wouldnt be happening. Thankfully the Supreme court said victims can sue the state.

I was born and raised there, it was built on swamp land sprawled out with pockets of forest to absorb the rain. With all the building roofs and concrete the water goes where it can. Actually if the dams and lakes weren't there then the river systems would run wild and still flood people out when it comes hard rainfall events... the dams operators are required to let out as much water as flows into the reservoir's, they aren't allowed to change the flow of a Texas river I'm told it's a law even. What the Addicks Reservoir has done west of Houston though has enabled development of lands in Houston that would not have been usable otherwise... and then in events like Harvey, it causes major flooding of subdivisions that should never have been built below the reservoir to begin with (but cheap land ya know, and developers gotta make their million$).

Harris County is working on widening the bayous and deepening the retention ponds. They just finished widening bayous in my neighborhood.
Last time I checked the city and county were allowing things to be built on land that was supposed to be off limits for the purpose of retaining water when needed.

I remember that week too, I had just bought and renovated my house in Plum Grove earlier that year... and being outside of any flood plain, my house had no flooding issues during that terrible week! But in the last 7 years since Colony Ridge screwed up our area's hydrology, my house flooded 4 times in 2 years and I'm told the house flooded again twice this past week each and every time from Camino Real (a subdivision by Colony Ridge developed in 2015-16) storm-water run-off! Nobody will hold Colony Ridge accountable though and reporters won't report on $1.5+ million dollars the Colony Ridge developer has "donated" to Gregg Abbott! It's just, frustrating!
All the rain water anywhere north of here travels southward and ends up in the Gulf. It can take several days to travel that distance thru rivers, creeks and bayous.
Monday morning it came major rains just north and east of the 610 Loop.... then it did it again even worse Thursday morning! Also came heavy rainfall up between Lake Livingston and Huntsville (the watershed for the East Fork of the San Jacinto River) and up near Dallas area (watershed for Trinity River that then flows down to Lake Livingston, causing the Livingston dam to have to be opened to record levels again).
Would have been nice if turner and hidalgo addressed our infrastructure problems like thus rather than line their pockets with money and destroy the city. Smdh
