Officially only on a real GBA with a 2nd GBA with a link cable and a e-reader machine to scan card with the power-up up card, the only way to do it other wise on the WiiU it is in E-reader level do the classic super mario bros. 1-2 warp zone untill you get the feather but you can only used it in E-reader levels on the WiiU and Nintendo switch version unless you hack them. This is kind of desapoited that Nintendo ditch the power-up card when they put it on the WiiU and Nintendo switch, but also they ditch the other thing that was cool having a reserve like super mario world in the original level of Super mario bros.3 and that was an official e-reader card, I know they at least put the e-reader level they could have add something more for the Nintendo switch version but no still just the e-reader and I know the reason why, it is because the Nintendo WiiU did not do well so a lot of people would just see the e-reader level for the first time so that is why they did not added their official e-card that mess with the original game, but that cause problem for people that already experience the game on the WiiU they would have to wait untill Nintendo switch 2 for them to finially have access to the official moding of Super mario Advance 4 non- e-reader level, and by that point if they still don't do it, then they officially hit rock bottom.

It isn't? How come the cape feather and boomerang disappear when used? Also it has some sort of texture upscaling which could mean it's emulated? It's probably a cheat, I'm not sure.

This stuff is in the GBA version, and the texture upscale is a filter.
