The character was 1 of 3 villains called the "3 storms" I think 1 had rain powers, the other had wind powers and 1 I know had lightning powers. They all wore a similar hat as raiden also. Just wanted to share that info if anyone didnt know.... once again it's a great movie.....💪😁✌👍
