It's pretty easy for them to find it. It's not the same as with traditional internet or 'clearnet' where you are able to easily determine this kind of stuff with traffic monitoring/access statistics, on TOR and especially when it comes to dark net marketplaces (DNMs) the simple fact is that they ultimately need users/customers to remain in business and have a reason for existing in the first place...so all that any law enforcement agencies need to find them is to hang out on forums/social media sites that exist for discussing such places and they will quickly learn about new ones that pop up. It's why the places that are most successful at evading detection and remaining operational exist in a totally secretive manner where it's invite-only and you don't even hear about them unless you've been approved for membership by an existing user.

Stay away from TOR, it's almost certainly compromised...it's why most advanced/more security conscious users have moved to things like i2p instead.
