There are two points in Elder Scrolls lore where I expect great generals: 1) After the Empire lost the war against the Almeri Dominion, they had to make certain concessions towards the elves, we all know about stopping to worship Talos. But another point was that they had to hand over large parts of Hammerfell. The Redguards didn't like that and pretty much kicked the Dominion out and forced the elves to accept them as independent nation. So the Redguards in Hammerfell managed what the Empire at large couldn't do. 2) During the Oblivion Crisis the Argonians of Black Marsh not only held the forces of Mehrunes Dagon at bay, they even started a counterinvasion of the Deadlands, forcing the daedric forces to close the Oblivion gates and cancel the whole thing. Cyrodiil needed the last heir of the Septim dynasty to sacrifice himself to stop the invasion there. The Argonians were just so badass, they could do it alone.
This is gonna sound weird, but I think it could be Sai Sahan. In Chronicles of the 5 companions 5, we find out that Sai single-handedly defeated two armies in Leyawin using guerrilla tactics, “The truth, I suspect, is far more brutal and bloody. One does not saw the skin off of eighty-six skulls unless one is burdened with a great deal of suppressed anger and bloodlust. One man does not take on six hundred at once. I think it far more likely that the Redguard fought a brutal, running battle throughout the city for days, murdering commanders and guardsmen alike until the Reachmen and their mercenaries eventually quit the settlement. That is what makes Sai Sahan so dangerous. He does not look to be the sort who would remain hidden away in dark alleys and backstreets, surviving by eating garbage, butchering, one-by-one, men so savage that the only way to frighten them is to become a murderous, invisible ghost, haunting the shadows of an occupied city. And yet, that is precisely who he is, and what he has done.” Sai is basically the Rambo of the Elder Scrolls. You could call this a warriors feat, but to me it feels more like a guerrilla assassin stalking alleyways and ambushing targets, killing them before they know what’s happening.
