Hannibal is a MASTERPIECE. It only has three seasons but they are all so amazing! I hope you'll watch it.
Hannibal fosters the part of Will that enjoys murder and turns him into an accomplice. The change from meek Will to the manipulative one is so satisfying to see.
If you start the show, keep in mind that this is not Hannibal from TSOTL. This is Hannibal before incarceration, anyone knows what he is. Mads Mikkelsen performance as Hannibal is something else.

The answer is yes.
Will is a cop investigating hannibal who becomes really close friends till will figures out he's the killer but struggles with catching due to how much they care for one and another
It's more complicated but I'm just shortening it for ya
Spoilers: Yeah, Will is a genius profiler at the FBI and he catches the interest of Hannibal who decides to become Will's therapist. Will is unstable and becomes moreso in S1 as he has encephalitis and it's causing hallucinations and psychotic episodes. Hannibal takes advantage of his condition to frame him for his murders, but then grows interested in their game of cat/mouse seeing Will as the first person who can really understand him. The whole relationship between them is unstable and it's Will's descent but also their codependency growing towards each other. It's a mess lol but it's a fun mess to watch.
It's a really fascinating and beautiful show - I would highly recommend watching it (or just watching more edits of it). You mentioned that you'd seen Red Dragon and Will Graham is actually in that film too (played by Edward Norton) but the show is a pretty different take on the story.
Will is both physically and emotionally ill while suffering PTDS because of his ability to assume the POV of killers. Hannibal, is fascinated by this and the possibility of a friendship with someone who can not only understand him but empathize with him too, he goes to great lengths to manipulate Will into breaking through his morality and become the killer Hannibal believes to him. Will is extremely lonely and finds a friend in Hannibal, until he figures out everything. Hannibal never wanted Will in jail any longer than it took to bring out the savage, and it did, then he present evidence proving Will didn't do anything. Will's plan to avenge himself eventually turns into a toxic, non-sexual yet homoerotic relationship resulting in the pair not being able to be apart but not being able to find a comfortable way to be together.
If you haven't already, you should really watch Hannibal! You pretty much summarize ir very well: mindf., insane, cool, awesome, weird, wild and I'd add beautiful too! Just 39 episodes of pure art! Mads and Hugh Dancy did an amazing job as Hannibal and Will Graham!
Honestly this was my first interaction with Hannibal as a whole and the depth of symbolism and care and just pure art and gore is breathtaking in a show about Hannibal ya know. But yes Will is set up to catch the Ripper but needs a therapist. Who happens to be Hannibal Lecter and Hannibal kinda leads him to admitting his feelings about killing and their feelings for eachother. Without spoiling too much it does have a happy (?) ending for the killers. Lol

This series is based on the books and movies that previously were made, but flirts with the concept of Hannibal at his prime. It also shows this *incredible*, complicated and intimate relationship between Will (a super intelligent man with an empathy disorder, making it easy for him to put himself in ANYONE's shows, incluing psychos) and Hannibal, a ''psychopath'' (a most intelligent one at that). If you don't like gory and horrifyng stuff, don't watch this show. If you don't mind that content its a MUST WATCH! 10/10 from me. Incredible manuscript, stunning visuals, great characters and actors, a good story progression and an AMAZING ending. The finale episode is my favorite one to date.
The only thing I can say to all your speculation (he joins Hannibal, he goes insane while trying to find Hannibal, he becomes Hannibal etc etc): Yes, is the answer to that. :P

The show is based on the books, mostly Red Dragon and Hannibal, in terms of plot and characters etc and a tiny smidgen of Hannibal Rising in terms of a few characters and some backstory. There's some hints at Silence of the Lambs, but only very little, because they didn't have the rights to that book.
If you're at all interested in psychological drama and thrillers, then this show is probably good to watch. For me it helped to know that it starts out more or less masquerading as a police procedural, but it's really not, and it lets go of that pretty quickly. The third season is even more cerebral than the first two which threw some people off, but I liked it a lot. :)

I looove Hannibal! Of all the series I've watched, this is my favorite. It really is a masterpiece. The visuals, dialogues, the story, writing, the acting, everything is amazing! Even the food looks tasty...regardless of what it really is.😅 hahsauhsa If you're looking for a show to watch, I totally recomend this one.
