I teach in an Adult Education program and our standards include getting students ready for college as well as passing a high school equivilancy test. The number of quotations allowed varies according to the discipline you are writing in. In the scientific disciplines, you rarely see any direct quotations. In the humanities, quotes are allowed but not to exceed 10% of the original.

If I'm writing a paper on a subject that last month I knew nothing about, gunshot wounds for example. How can anything possibly be my own material? Wouldn't every single informed thing I have to say about the subject be from some other source that I have to reference since I have no first hand experience with the subject. My paper would just be regurgitation and organization of other peoples research unless I happen to get shot while writing my paper.
