First of all, how are they able to write about 500 girls in the whole school? Do they know every student, including in other grades? Is the Burn Book 500 pages long? The three girls not in the book are Regina's three former friends that all the teachers and staff know about. One of the girls says, "Regina is trying to make it look like we did it," which the principal says couldn't be the case because she's in the book. Which is, yeah, how she's trying to make it look like they did it. Also, he acts like Regina couldn't have done that and then the teachers all admit they have been "personally victimized" by Regina George so they know her true character.
