When I built our house in Sweden I was told the lowest permissible height for ceilings was 2m40cm .We are all below average height in our family and the space where people sleep ,upstairs,is not counted as living space for property tax purposes because it is below that.

The only Northern 2 star VIP I knew (died in his 60s) was a single dad and had a nosy cleaner/part-time house keeper.(laundry/ironing) and took on mates and aquaintances for handyman/gardening jobs etc.Depends if him and his misses want that level of intrusion.I'd guess not.
