The anthem of the Chechen Republic (Shatlak's Song) is within the acceptable BPM. The anthem of the Russian Federation is not however- which they don't care about since they don't use it.
Nope, they didn't, it's a lie. Also the law only applies to Chechen national-style songs. Also, it's a recommendation and not a strict law (granted, in Chechnya it's pretty much the same thing).

There is no possible way they’d be able to enforce this without only targeting artists within their territory (which is still awful). People are going to find physical media with these BPMs if not on the internet and if the law does take effect they’re probably going to make examples out of a select few for scare tactics (which also fucking sucks). Underground music always finds a way to thrive under the most oppressive regimes as all art does.

85 bpm is essentially 170 bpm. Different producers will develop the same beat in those two, they are variables of one another. Some people work with more clicks, and some people use less and just sort of bob their heads. Kendrick's verse at 165 is a variable of 82.5.

I get what you’re saying but this is worded horribly. 85 bpm is not essentially 170 bpm. They are objectively different measurements of time. What you’re saying is that a song could be played at 170 bpm but in half-time, making it feel like… well, half the tempo. Your use of the word “variable” is confusing because you’re not actually describing what is happening. You’re just saying “well those two tempos are actually just the same thing”

Apparently they have kinda walked back on this restriction. The original announcement was published on the official Chechen news website. Later on that same site there was an article called "Ramsan Kadirov (the head of the Chechen republic) laughs at the opposing media's claims that the national anthem is banned in Chechnya". In the article it says that it is not a total restriction but a recommendation and it only applies to artists making traditional Chechen music, also it says that the "recommendation" part was clarified in the initial announcement, though I read the original article and it doesn't mention traditional music at all, also nothing about the law being a recommendation. So even though it is not as bad as it seemed initially it looks like the original announcement was intentionally misleading to make fun of the "opposing media"

Also, even if you don't cover it in class, reading 451 Fahrenheit/1984/Brave New World is highly recommended when you prepare for the final essay in grade 11(the topics usually given are disturbingly fitting for these books to base your arguments on)

the second I saw this "law" on the news I was wondering how the f are they gonna make it happen. I assume, everyone will just ignore that and listen to their favorite drone music alongside with technical deathcore songs and it's not like you can easily tell what song on your earphones is being played and how fast it is. Maybe they'll just avoid playing certain things on the radio/local music tv and that will essentially be it, but that won't really impact the people who are actually interested in music. This however will/may impact popular artists, but I think this won't make much problem for them, even if this "law" will somehow work.
