I feel bad for the animators. I don’t think they’re bad at their job, I think this is just straight up unfinished and someone at the top released it anyway. Explains the sloppy/straight up missing inbetweens but mostly decent keyframes. The one guy in the background moving especially convinces me. If it was just cheap they wouldn’t have animated him at all. I’m guessing they intended to animate all of them.
You can also tell things with the details like the quality shading and extra details specifically in Nora the character. There's a light soft lighting stylization to the best frames and some really nice detailing with solid proportions and giving some life to the character design of specifically Nora which is clearly the prime focus of the effort that did remain. You can see for example right at 9:25 for a few frames that character's face is drawn perfectly fine and then suddenly for two frames the lines cross and things go wonky. I think this was intended to be a pretty decently animated thing but suddenly there were either massive budget cuts mid-production, rushes, or just extremely poor planning.
It seems the core of the problem was the director was spending too much time fantasizing and not actually directing the anime. The animators were probably stuck inside while he was playing around with his waifu. What blows my mind is he was brave enough to film himself with a that hired cosplayer. Wonder where this guy is now?

I get that it’s really choppy, but the overall character animation isn’t bad at all. It’s surprisingly really decent at some parts. The facial expressions are really nice and from the clips shown, that alone helps me understand a large part of the scene. I’d say the budgeting was largely the problem.

Back in the day, the keyframes would be fully animated under the direct guidance of the director. To get the story flow and motion of characters/objects down to what the final video should be. This would then release the writing, director and audio staff to move onto another project while the bulk animators fill in the blanks. THIS is what we are seeing. We are seeing just the key motion frames. Usually the part that takes FOREVER and costs the most is all the bulk animations filling in the rest of the ~20/24 frames per second. They must have gotten to the point where they animated all the keyframes...and then ran out of budget or canceled or something. Why they released it anyway is what I am curious about lol
This reminds me of the 90s anime for the (mostly unknown to the west) Manga Violinist of Hameln. It was soo bad already because they changed the series tone (comedy manga super serious dramatic anime) but then they ran out of budget and the series became more "stills with sound" than animation. I'm surprised they let incomplete stuff go out but I guess it's better bad than a waste of time for the staff.
Hold on the first Nora OVA which was fully animated came out in February 1985 and then its sequel came out in November 1985. The entire project took 10 months, no wonder there's no 'tweens, they cut that crucial part of the animation production out. So what happened? Did they run out of money or have an impossible deadline or was it both?

The "stills with sound" problem was unfortunately there from episode one (Flute's 5-second still while she screams unconvincingly comes to mind), but I loved that show regardless.

As an animator working in an animation production, all i can say that the problem of this anime was either from production budget and project deadline. We have a saying "quick and dirty" which means meeting the deadline but sacrificing the quality.
6:55 Seriously, these storyboard/animation layouts are very well done. If I had only seen these drawings and the manga artwork, I would have thought that the anime probably turned out pretty well. That it turned out so badly means that the "animators" weren't working from these layouts or any preproduction artwork at all.

The concept sketches and everything not animated actually looks kinda good in my opinion. I feel like whatever studio they hired to animate it messed up. There’s a job where people draw the frames that come in between the still poses that the main artists provide and I think that step in the production was just… completely left out
No offense buddy but a product couldn't be sold doesn't mean it's a failure. Nor a shitty product being sold is success. The fact that the animation and storyline is just a laughing stock shows how cheap the effort is contributed for the passion.
As a little update, that ebay listing for the animation cell is gone, so either the owner decided it wasn't worth selling, or someone bought it. I hope someone bought it and appreciates the special moment in history they now own.
It wasn't bad on purpose. The creator wanted to immortalize himself with his anime waifu on a tiny budget and he succeeded. It's a legend of self-motivation towards a passionate goal against the odds of rational finance.
I like the way she's drawn as well. The still frames aren't that bad for the time. Honestly the guy in this video goes on about how this show has no animation for 15 minutes... Normally if you buy an animation cell you have no real hope of ever seeing it. It will blast past you faster than your eyes can register it. But for Nora, there is a very good chance your animation cell will not only be recognizable, but you will be able to admire it for over a second in the anime.

How did this come to be: The production ran out of money and time before it was finished. Normally when this happens to a studio they scrap the show and it never sees the light of day. However the company who made this was also near bankrupt, so they didn't have to worry about saving their reputation, so they just shipped what they had; which were the keyframes - the things the animators are supposed to use to actually animate it. So the animation isn't just not finished, it's not started.

As an animator working in an animation production, all i can say that the problem of this anime was either from production budget and project deadline. We have a saying "quick and dirty" which means meeting the deadline but sacrificing the quality.

6:55 Seriously, these storyboard/animation layouts are very well done. If I had only seen these drawings and the manga artwork, I would have thought that the anime probably turned out pretty well. That it turned out so badly means that the "animators" weren't working from these layouts or any preproduction artwork at all.

@@soysource3218 Perhaps the key poses were all they had to shoot, and they couldn't afford to hire anyone to do the inbetweens. Nevertheless, so much of the art that made it in this anime looks terrible.
I think there's a bit of charm in its haphazard fashion of being. Erival is a sign in the airport as well as Depurture haha

The concept sketches and everything not animated actually looks kinda good in my opinion. I feel like whatever studio they hired to animate it messed up. There’s a job where people draw the frames that come in between the still poses that the main artists provide and I think that step in the production was just… completely left out

No offense buddy but a product couldn't be sold doesn't mean it's a failure. Nor a shitty product being sold is success. The fact that the animation and storyline is just a laughing stock shows how cheap the effort is contributed for the passion.
As a little update, that ebay listing for the animation cell is gone, so either the owner decided it wasn't worth selling, or someone bought it. I hope someone bought it and appreciates the special moment in history they now own.

It wasn't bad on purpose. The creator wanted to immortalize himself with his anime waifu on a tiny budget and he succeeded. It's a legend of self-motivation towards a passionate goal against the odds of rational finance.
The way Nora is drawn reminds me of how Junji Ito draws women a bit. I like that aesthetic.

Honestly the guy in this video goes on about how this show has no animation for 15 minutes... I mean, we get it after 10 seconds, right? Obviously something went really wrong during the production of this title, they ran out of money or whatever, and they decided to release it unfinished. Not sure if that warrants labeling it as the worst anime ever. I'm personally more offended by titles that had a proper budget and were "finished" but bad nevertheless than by this.

This anime is the embodiment of the tongue and check criticism of "looks like the animation budget ran out". They did the key-frames but didn't have the time to do the in-between-frames.
I also think they're missing in-between frames. If anyone wants to watch an anime about making anime, watch Shirobako. You'll learn how key frames are typically drawn in-house and the in-betweens being subcontracted to other studios.
I want to see someone try to remake this, but like, actually well.

And some don't get shortened and we have to use full names like Fate Stay/Home: Unlimited School Works or whatever.))) What happened to short and concise names like Slayers: Next or Toradora!? xD

Normally if you buy an animation cell you have no real hope of ever seeing it. It will blast past you faster than your eyes can register it. But for Nora, there is a very good chance your animation cell will not only be recognizable, but you will be able to admire it for over a second in the anime.

How did this come to be: The production ran out of money and time before it was finished. Normally when this happens to a studio they scrap the show and it never sees the light of day.
However the company who made this was also near bankrupt, so they didn't have to worry about saving their reputation, so they just shipped what they had; which were the keyframes - the things the animators are supposed to use to actually animate it. So the animation isn't just not finished, it's not started.
