The application process, apartment search and requirements by the immigration system are different.
nice video! I'm a foreigner living here in Osaka for 3 years now, I arrived as a student and at first it was expensive but then I learned to managed my money and found ways to enjoy things in Osaka, live comfortably, eat delicious food, travel without breaking the bank.

For food, cooking your own meal helps and buying it from gyomu or tamade. For furnitures/ appliances, you can check 2nd hand items, fb page of kansai sayonara sale (2nd hand) and mottanai page(all items here are free).

But other than that, I think Osaka is a nice place for foreigner to study/live because they are friendly.
Thank you for this video. I am planning my future and going to Osaka is one of the places although the living costs of Osaka is about the same as Belfast where I am. I am looking to start over again in life and I am willing to adapt to another countries culture and customs. I have always liked Japan but never had the chance to visit or live there. I am changing that because its an experience that I want to do in this life.

yeah it sounds expensive to live there but to put things into perspective, in Toronto rent can range from $1200-2500. Imagine working service or retail at $15/hr.
live here 5 yrs now, and if anyone wonder what it cost to study fashion design here,, a lot. my monthly rent is ¥82,200 and utilities were 7-12,000 yen. but as fashion design students, the cost outside of tuition were far more a lot, easily spent close to ¥12,000 on materials but it could be more, id say my monthly cost in total would be close to 250k yen.
I can see some stuff can be cut out of the pricing. You can definitely live in Osaka with $1,150 dollars a month if you budget. If you first arrive in Japan as a student, the price of health insurance is relatively cheap at around $20 a month. I will be arriving next year and hope for the best.

Short answer is yes. Generally you need to have a college degree and a company that sponsors you. In general foreigners have a hard time finding places to live due to Japanese real estate companies being widely hesitant to rent to foreigners. Therefore, companies that hire foreigners (like English teachers) often times help their employees find places to live. Hope this helps in some regard.
I’m moving to Tokyo once the corona virus crisis settles but wishes Osaka was where I was heading. That cost of living is very tempting
