As i already said, it has not "been cooling" for 9 years. If you looked at the graph, you'd see a wide series of highs and lows. What they've chosen is an incidental low, that happens to be lower than one occurring 9 years ago. So whoever is making that claim is exploiting the public's statistical illiteracy.

Arctic ice always re-freezes in winter, to roughly the same -area- ... but "area" of ice is hardly the same as "volume" of ice. The volume of ice has decreased significantly and continues to do so. This is due to the loss of perennial ice. Soon, in summer, there will be no ice at the poles, when once there always was.
