What they've chosen is an incidental low, that happens to be lower than one occurring 9 years ago. So whoever is making that claim is exploiting the public's statistical illiteracy.

The "polar bear population" has little directly to do with the climate cycle. They are one (of many) species which can potentially be affected, but not necessarily. More important are the alleles of a species, and their adjustment to environmental change. The entire basis of their science -is- the observation of these cycles in the past, and how they affect the present. It all starts with earth's "carbon cycle."
