Recently, even some of the more expensive (39) ebogu shinai have tsukagawa that are twisting on me. I don't recall that happening years ago.
Try damping the leather and twisting it back into place. It will shrink slightly making it tighter on the shinai and help it hold it's shape and place. let me know how that works for you.
Get a nice one, and soak it in olive oil for 2 days, then let it dry 3 days with leather on.
