The Human Rights Violations Investigation Commission of Nigeria, also known as the Oputa Panel, is a commission that was developed following the collapse of the military dictatorship that controlled Nigeria until 1998.
It was created by Olusegun Obasanjo, the newly elected President of Nigeria, in 1999.
Its mandate was to investigate human rights during the period of military rule from 1984 to 1999.
In terms of reconciliation, the commission also worked towards unifying communities previously in conflict
The commission submitted its final report to President Obasanjo in 2002, but the government has not taken any action to date. Its report was not released to the public until 2005, when it was published by two activist groups, the Nigerian Democratic Movement and Nigeria-based Civil Society Forum

This is exactly why Nigeria is in a total mess right now. Just imagine someone like the Major being cross examined eventually becoming Chief of Army Staff or the Defense Minister. This dude has absolutely nothing, NOTHING UPSTAIRS. But, hay!!!!! He is a reflection of the caliber of the kind of military officers entrusted with the defense of the territorial integrity of a nation like Nigeria. It shouldn't come as a surprise to anybody why and how the terrorist group BOKO HARAM are having a field day in that country. If this guy can be the Chief Security Officer of the Commander in Chief of the Nigerian Armed Forces, I have absolutely no doubt in my mind that my 5 years old child has what it takes (mentally and intellectually) to become President of Nigeria.
This guy knew what he's saying, saying he doesn't know this or that, he didn't remember this or that, all this long is so criminal, to be honest with you.

I'm Kenyan and watching this, I agree with the gentleman who posted here that the chief was starved to death.
The post mortem, if it is to be believed, revealed no foul play.
Now, we can debate whether starving someone is foul play but it seems that he wasn't poisoned or whatever else.
I don't blame the major. HE was the security guy and most of the things he's being asked are beyond his ken and his mandate.
