seems to be the rupture timer of the current target
Its Rupture but it's the Nightblade icon. Nightblade was the sub version and it got changed to Rupture in SL I think.

I think plater addon has an option to always show names and it simplifies them without tiles and other things.

Assassination is bad but if you want 2.5k rio you are fine
