I drive by there sometimes and just wonder why this particular intersection has become a hub for homelessness, drug use, open drug dealing and homicide. Despite the presence of multiple drug rehab centers nearby, drug dealers seem to operate freely, distributing fentanyl to a large number of individuals. On Friday evenings, it's not uncommon to see about a hundred people using fentanyl openly around the MAX stop. It’s absolutely mind blowing. The concentration of homeless services and drug rehab facilities in this neighborhood must have had a detrimental impact on the local community. I heard that the closure of the Safeway grocery store next to Blackburn homeless resource center due to rampant theft has further marginalized residents, leaving them with limited access to essential goods. The MAX station has become extremely unsafe for commuters, deterring locals from using public transportation. Why aren't there any police around there? Most other cities would have a lot of police in a place like 122nd and Burnside.

Actually, back in 2019, while I was staying at a shelter, I had to fill out a report about their bathrooms (potential Hep A). Luckily, I had pictures to back up my claims. Hopefully, after that, the Health Department has kept up on the shelters with inspections in Portland .
if you ask for counsel right away they cant ask you anymore. The crime has to have another component for arrest. the law is a violation of the first amendment. if you become homeless folks just go all the way and make that arrest worth it
Portland needs to do more to care for the unhoused and drug addicts. Provide them free housing and free drugs so tehy don't need to steal to pay for their habits. No person should have to live in a shelter, they need single family homes where they can maintain their dignity.
The main problem is the sheer size of these homeless encampments. In some cases, there are RVs parked on the side of the road for 2-mile stretches. That's a lot for any community to deal with. When you have massive clusters of RVs and tents in front of your home, you can expect your residence to get broken into by junkies who are looking to steal anything valuable that they can trade for drugs.
