do the wheels-tyres of the fly mode/hover version actually ROLL when on normal (not hover) mode? For example, I know SunStar's BttF II Fly Mode (1/18) version won't ROLL at all and it's mostly for display.

Yes, they are both from Welly but the fly mode is an improved version.
