your problem in back is water off that hill and it staying stagnant bw hill and bricks. You need a french drain behind a RR tie or some barrier on that hill going all the way down to fence. Where is water dumping from downspout on the corner of house where brick is. If you don't deal with water, you are going to have this ongoing issue over and over.
The downspout goes underground and dumps on the other side of the backyard. You are right about the hill and I am dealing with it next week before the fall overseed / renovation. Thanks.

I live in TX. Thinking of top dressing my lawn with cow manure this fall. Your thoughts?
I top dress mine with Compost before I overseed. Have never used cow manure, but I would assume that other than odor, it should work pretty well.

Very little. maybe 3-4 hrs per day.

Turf Type Tall Fescue is what I have and the seed I have as well.
What rye grass are you going to use?
I will use Barenbrug RPR. I am a huge fan of it and have had great success.
