I believe that rule is just clarifying that you cannot simply take 1 fatigue to "underflow/overflow" a 1 back into a 6 or vice versa. You must take the full 5 fatigue to change it up or down by 5.
At 19:10 wouldn't the skeleton move one hex further in order to optimize its attack? (Hitting two targets). Or does enemy movement stop at the first available target?
