I recently learned you don't need to use the elevator. You can just wait outside and take the baddies out as they arrive and use the stairs. I find that to be way easier than the elevator route.
i also love max payne 3 however is not this great, but man the reloading like chow yun fat in some jon woo movie is lost... why? is so great to remenber this gem, dearest of all my games

He reminds me of Ralphie Cifaretto from The Sopranos, and even looks alot like Joe Pantoliano, the actor that portrays him (Albeit, with hair). Considering the show was in it's third season when Max Payne 1 was released, it's possible he was part of the inspiration.
