He can take a human life no problem, but he is deathly afraid of Titans, which isn’t surprising. He and Levi lived underground where the Titans really weren’t a them kinda problem.

It is the same crystal as the Titans yes, but the more condensed it is the stronger it is, thats why hiding the nape is so effective and why Eren hitting Reiner with his hardened fist broke through the titan armor so quick. Also they don't want to risk accidentally killing Annie, cuz then they can't use the female titans powers. Since that's a literal Titan Crystal cave I'm sure its similar to concrete
